That trust and respect she has earned has now turned into suspicion, since Blythe was the last documented hand to touch the shipment before some of it has turned up missing.

Dr. Priya is the last physician in Terminus 13. Responsible for keeping the settlement alive with the dwindling supplies and improvised tools.
She is calm, careful and highly respected, but has a deep frustration from not being able to save everyone. She has been investigating what causes the retained transformation, convinced that the story of the settlement has been a lie.

Idris Sonny is Dr. Priya's assistant. Idris spends long hours poring over samples, transformation logs, and half-finished experiments in hopes of finding a cure for the retained.
Careful and determined, Idris believes Terminus 13 can have a future beyond survival. Her research may reveal hidden secrets that powerful people want kept hidden.

Nurse Holt is a trusted medical professional in Terminus 13 who has spent the last five years caring for patients and easing their suffering. Kind, dependable and widely respected, Holt is often seen as one of the settlement's most compassionate people.
Behind the gentle reputation, however, Holt has grown frustrated with the leadership of the settlement. Knowledge of the settlement's medical affairs may give Holt more insight into Voss's death than they are willing to share.

Composed and authoritative, Vale is respected by some and feared by others. With Voss gone, his position has changed - but what he intends to do with that change remains uncertain.

Registry Guard Beckett serves in Terminus 13's Security Division, enforcing the Registry's classifications and protecting the system that Director Voss built. Quiet dependable and unwavering in their duties, Beckett has earned a reputation for following orders without question.
But loyalty can be complicated. Beckett's devotion to the settlement has already demanded more of them than anyone realizes.

Gate Sentry Jordan Marsh is the last person to touch Terminus 13's great tunnel's locks each night. Methodical and deeply committed to the work, Marsh checks every bolt, tests every hinge, and treats the nightly rounds as a sacred responsibility.
Marsh's watchfulness notices who comes and goes long before anyone realizes they are being monitored. That makes Marsh a sharp observer the night that Voss died.

Castillo has no official title, but people trust his judgment in a crisis. Castillo is guarded, observant, but difficult to read, almost like he is running away from his past.

Rationing Clerk, controls the settlement's food and rationing distribution
Rationing clerk Delila controls what may be the most contested resource in Terminus 13: the food. For years, Delila has decided who receives an extra portion or who goes without, a job that has made friends scarce and enemies plentiful.
As Delila is constantly prepared for conflict, she caries a deep but barely contained anger. Too many people have resented her for her rationing. Now with trust in short supply, every conversation threatens to push Delila past the point of restraint.

Black Market Trader, underground trader and information broker, operating outside the settlement's official supply crew channels
Black-market trader Vance is the closest thing Terminus 13 has to a marketplace. He trades in everything that the settlement's rigid system refuses to provide - spare batteries, sentimental keepsakes, small comforts, and most importantly, information. And he never apologizes for the mark up.
Vance is sharp tongued and impossible to read. Most residents either love him for solving their problems or resent him from profiting from their desperation.

Tunnel Repair Chief, responsible for structural repair and maintenance throughout the tunnels
Desmond Okafor is the reason Terminus 13's tunnels haven't collapsed in on themselves. He is blunt, exhausted, and permanently short on patience. Desmond has little time for anyone who doesn't understand what survival really costs.

Fenn Ashcroft keeps the lights on in the underground settlement. After five years of scavenged parts and failing equipment, he is becoming increasingly frustrated with everyone around. Fen knows the entire settlement depends on the systems that are held together with wire scraps. Fen is blunt and difficult to deal with. He has little patience for anyone who questions his methods or gets in the way of keeping the settlement running. He trusts machines more than people, after all, they don't lie why things are failing.

Marlowe keeps Terminus 13 connected to the outside world as the engineer of the last working train. With scavenged parts, stubborn determination and unmatched knowledge of the rail line, Marlowe keeps the settlement's vital supply moving.
Marlowe is steady under pressure, loyal to friends, and wary of authority. Tonight's successful supply run should be cause for celebration, but something isn't right. The official manifest doesn't match up to what actually came off the train.

She is patient with children but sharp-tongued with adults. Rosalind has become increasingly outspoken about supply rationings. Rosalind made her anger very public- and plenty of people heard it.

Mira Boone-Hart has spent the last 18 months mourning a spouse who was sent into the tunnels on Director Voss's orders over an accounting error. Since then Mira has become the soft spoken, compassionate widow. But beneath that gentle exterior is a carefully controlled fury. Mira has kept track of every cruelty and injustice committed under Voss's leadership. Mira functions as the quiet conscience of the wronged. Everyone assumes her grief has made her harmless, which is her entire camouflage.

Corrine Vasquez arrived at Terminus 13 riding in the back of a supply train four months ago, despite no one remembering officially approving her as a passenger. She was supposed to be dropped off during the next supply run, but the paperwork disappeared and Corrine simply stayed.
Since then, she has tried to make herself useful, taking on dirty jobs and unwanted shifts but still not revealing much about her life before Terminus 13. Corrine stands out for one simple reason - she's an outsider. In a community where everyone has history with everyone else, Corrine is the one person whose history nobody can verify.

For years, Row has kept the settlement supplied with goods, that is, until the authorities blamed her for a shortage in the counts and locked her out of scavenging. Now Row quietly watches from the edges, noticing tensions and secrets simmering beneath the surface.

Alden Fairweather was among the first survivors ever bitten and transformed in the early chaos of the collapse. One of the rare few who retained memory, reason, and self after the change. For the past five years, he has been a living relic and moral conscience for Terminus 13. Fairweather rarely raises his voice, but when he speaks, both the retained and the unturned tend to listen. Fairweather's silence should never be mistaken for weakness, he has survived by knowing exactly when to speak and when to wait. He is a respected survivor, and a keeper of memories.

Sharp tongued and defiant, Zephryine organizes gatherings, collects stories of the wrongly threatened or exiled, and refuses to stay quiet. She is someone who refuses to be intimidated, even within Terminus 13's authority.

Isolde Renner has survived in the tunnels since the earliest days of the outbreak. Haunted by the loss of people who were left behind, Isolde has never forgiven the leadership decisions that were made when survival meant deciding who would receive help and who would not.
Now a quiet but respected member of the retained, Isolde helps newcomers find their place in the settlement and makes sure the names and stories of the dead are never forgotten. Isolde keeps a close eye on the settlement's leadership and has little patience for those who seem too eager for power.
Quiet but observant, she carries a grudge that has lasted the past five years. Isolde may know more about the settlement's past than most people realize.

Sable Achebe was among the first wave of the retained, returning from transformation with their memories and sense of self intact. Now working in the medical bay, she has earned the rare trust of both of the unturned and the retained, caring for the sick, injured and dying.
Sable is almost trusted by everyone, but conflicted, beneath her gentle bedside manner.
Sable has a deep resentment towards the registry, and may be hiding more beneath her surface.

Talon Winthrop is Terminus 13's watchful groundskeeper, responsible for tending the small growing plots that keep the settlement alive. Talon is one of the retained, changed but still fully aware of who they were.
For nearly a year, Talon has worked alone after their partner was marched into the tunnel by Voss's orders and never returned. This loss left a deep resentment that Talon keeps carefully hidden beneath a calm, patient exterior.
Because most people underestimate him, Talon has become very good at seeing and hearing things others miss. Talon may know far more than anyone realizes.
